Peshawar, often hailed as the heart of Khyber Pakhtunkhwa, holds a distinguished place worldwide due to its historical and cultural significance. While the current PTI-led government is striving to restore its bygone glory by transforming it back into the “City of Flowers” under the special directives of Chief Minister Ali Amin Gandapur, the city has unfortunately long suffered from the blight of drug addiction. The youth, considered the future of this area and the nation, were being dragged into the quagmire of substance abuse. Addicts, draped in shawls, had become a common and disturbing sight in alleys and near educational institutions, troubling parents, teachers, and society at large.
In this grim situation, Commissioner Peshawar Riaz Mehsud stepped up, as he has in other spheres, and launched a bold initiative titled “Drug-Free Peshawar”. He proved that with determination, no societal curse is insurmountable.
This campaign was no ordinary effort. Its goal was the complete eradication of drugs from Peshawar. Addicts hiding in dirty drains and abandoned places were identified and taken to treatment and rehabilitation centers. They were not only treated but also offered opportunities to reintegrate into society with dignity. Given the severity of the issue and limited government resources, the campaign was divided into multiple phases to ensure structured and result-oriented progress. It was backed by a comprehensive plan including medical assistance, awareness drives, and financial support for small businesses so that rehabilitated addicts could regain self-sufficiency. Coordination with anti-narcotics institutions was also key to cracking down on smugglers and cutting the problem at its root.
Three phases of this campaign have already been completed with astounding results. Between 2022 to 2024, over 2,400 individuals were rehabilitated. The third phase, from November 2024 to March 2025, saw an additional 1,239 recoveries, making a total of 3,639 youth who have been given a new lease on life. The fourth phase is now underway. These figures testify to the campaign’s effectiveness under Riaz Mehsud’s leadership, transforming Peshawar not only into a drug-free city but one where petty crimes linked to addiction are also on the decline.
The campaign targeted the most dangerous drugs affecting youth: heroin, ice (crystal meth), and hashish. To enhance the rehabilitation process, major medical institutions like Khyber Teaching Hospital and dozens of rehab centers were brought on board. In addition to free treatment, psychological counseling was prioritized to prevent relapses.
No major initiative succeeds without financial support. The provincial government extended full backing. Chief Minister Ali Amin Gandapur personally took interest, not only chairing meetings but also leading anti-drug awareness walks. For the third phase, a budget of 320 million rupees was allocated, demonstrating the government’s seriousness. Each rehabilitated person was given Rs 50k in aid to help them rebuild their lives.
However, such noble efforts often face resistance. Riaz Mehsud encountered stiff opposition from drug mafias who not only issued threats but deployed every tactic to sabotage the campaign. Still, Mehsud stood firm, undeterred by danger. His unwavering resolve demoralized his adversaries. This resistance wasn’t limited to the streets, social media was weaponized too. For example, in June 2025, a Facebook channel namely Pakhtunkhwa Digital launched a smear campaign against Mehsud, falsely accusing him of corruption and inflating costs. They claimed he had spent seven billion rupees on a 6 km jogging track in Hayatabad, including 370 million just for fencing. In truth, the entire project cost is 370 million, covering separate pedestrian and cycling tracks with modern rest spots every kilometer, a development welcomed by the entire Hayatabad community. The safe track has become a major recreational hub, especially for women, the elderly, and youth, enhancing both health and the cityscape. Yet, false accusations persist.
In another disinformation drive, critics blamed Commissioner Riaz Mehsud and the Peshawar Development Authority for the alleged settlement of one million illegal immigrants in the city, a claim lacking evidence. In reality, law enforcement agencies are conducting daily search operations and deportations of undocumented individuals.
Further attempts were made to undermine Mehsud’s achievements by falsely claiming that senior administrative officers abandoned Peshawar during Eid-ul-Adha, leaving the city neglected. It was suggested that posts of CM and Governor should be given to qualifying residents of Peshawar. Contrary to these allegations, exceptional cleanliness and security were observed during Eid, earning national media coverage and praise. Thousands of tons of waste from sacrificial animals were swiftly disposed of. Commissioner Mehsud was personally present in the city during the first two days of Eid to supervise these operations, which received overwhelming public appreciation.
Instead of reacting harshly or misusing authority in response to these baseless allegations, Mehsud responded with grace and patience. He stressed his commitment to transparency and results, and openly invited institutions like NAB, FIA and the Anti-Corruption Department to audit or ascertain the campaign so that the truth could be established beyond doubt.
Riaz Mehsud is a proven leader who thrives under pressure. Just recently, as Chairman of the Peshawar Education Board, he showcased his administrative skills by waging a successful battle against cheating mafias. He abolished the cluster system, bringing transparency to examinations and eliminating the practice of selling exam halls. These reforms have become a model of integrity. Similarly, his efforts in the anti-drug campaign have been marked by dedication and sincerity, proving his worth as an outstanding administrator.
The biggest beneficiaries of this campaign are the youth of Peshawar whose lives were being destroyed by addiction. Now, they’ve been given a second chance. Post-recovery, they were provided with educational and vocational training to help them build a better future. Across the city, awareness sessions were held to educate the next generation on the dangers of drug use, a promising step toward a brighter Peshawar.
The ongoing fourth phase aims to rehabilitate another 300 to 400 addicts. Riaz Mehsud envisions a completely drug-free Peshawar, and he is leaving no stone unturned to realize this dream. Future plans include launching awareness programs in schools and colleges to shield children from addiction early on, a clear sign that his focus lies not just on the present but on shaping a healthier future.
Given the campaign’s remarkable success, Chief Minister Ali Amin Gandapur has praised Riaz Mehsud and declared this a model initiative. Citizens have also extended immense support, amplifying its impact. The campaign has now earned nationwide recognition and serves as a blueprint for other cities.
In this backdrop, Riaz Mehsud is a true gift to Peshawar. He has proven that with passion and resolve, even the most daunting challenges can be overcome. This campaign has not only revived lives but sparked a wave of positive change in society. When leadership is guided by courage and honesty, no hurdle is too high. Mehsud’s perseverance is a shining example that true determination conquers all.
