PESHAWAR : The Secretariat Coordination Council and the PMS Officers Association Khyber Pakhtunkhwa have called upon the Chief Secretary Khyber Pakhtunkhwa and Additional Chief Secretary, Home Department, to review the appointments of employees from attached departments against various Secretariat posts on deputation or detailment and send them back to their respective parent departments.

In a request submitted to the authorities, the two organisations stated that the appointment of employees from attached departments against Secretariat posts was affecting the service matters, promotions, seniority and other related rights of PMS officers and ministerial staff already serving in the Secretariat.

The organisations said that the issue had repeatedly been brought to the attention of the relevant authorities through meetings and written requests, but the matter remained unresolved.

According to the organisations, instances had also emerged where employees appointed on deputation or detailment approached courts seeking seniority and other service benefits. They said such cases created administrative complications and could adversely affect the legitimate service rights of officers and employees belonging to the relevant Secretariat cadres.

The organisations urged the authorities to conduct a comprehensive review of employees appointed to Secretariat posts on deputation or detailment and issue necessary orders for their repatriation to their respective parent departments.

They further demanded that officers and employees belonging to the relevant cadres be appointed against sanctioned Secretariat posts so that issues relating to seniority, promotion and other service matters could be addressed and the administrative affairs of the Secretariat could be managed in accordance with the rules and regulations.

The Secretariat Coordination Council and PMS Officers Association urged the Chief Secretary and Additional Chief Secretary, Home Department, to take immediate notice of the matter and initiate necessary action.
