PESHAWAR: In order to institutionalize reform and a culture of delivery-based governance, the Government of Khyber Pakhtunkhwa has formally rolled out the Good Governance Roadmap.
This strategic two-year plan is aimed at improving public service delivery, driving institutional efficiency, and building an effective governance system.
Chief Minister Ali Amin Khan Gandapur formally launched the Khyber Pakhtunkhwa Good Governance Roadmap in an event held in the Chief Minister House here on Friday. The event was attended by provincial cabinet members, Chief Secretary, Additional Chief Secretaries, and Administrative Secretaries, other government high ups, representatives of development partners and media persons in large number.

This strategic two-year plan is aimed at improving public service delivery, driving institutional efficiency, and building an effective governance system.
The roadmap reflects the government’s long-standing commitment to citizen-centric development, transparency, and data-driven decision-making. It provides a unified framework that integrates all provincial reforms and development initiatives, setting the direction for delivery-oriented governance across the province.
Anchored around three priority pillars – Good Governance, Robust Security, and Smart Development – the roadmap outlines interventions 12 governance, 1 security & 3 Development domains.
Under the Good Governance pillar, the roadmap prioritizes 12 domains with defined key performance indicators (KPIs) to be achieved by 2027. The high-impact domains include health, education, social protection, economic uplift, infrastructure development, agriculture, energy, tourism, digitization etc.
The Smarter Development initiative focuses on prioritizing high-impact projects, ensuring efficient budget allocation to maximize public benefit. It emphasizes monitoring mega projects for timely delivery and attracts investment by showcasing key projects to potential investors, driving economic growth and job creation in Khyber Pakhtunkhwa.
The Strong Security framework aims to enhance safety through a coordinated approach involving all stakeholders, with a focus on civil leadership and ownership. It strengthens police capacity with proper training and resources and encourages community involvement in counter-terrorism efforts, ensuring a secure and resilient environment for the province.
Under digitization over 35 departments are adopting digital platforms such as e-Office and digital procurement systems. Simultaneously, more than 100 public services will be digitized under the Dastak Portal, enabling citizens to access government services online.
In the health sector, the roadmap sets out an ambitious plan to upgrade 250 Basic Health Units (BHUs) and Rural Health Centres (RHCs) into 24/7 maternal care facilities. Essential medicines will be made fully available at hospitals, while 54 Category-D hospitals will be outsourced through Public-Private Partnerships to enhance management and service quality. Additionally, a central Health Information and Service Delivery Unit is being established to digitize health systems and monitor outcomes.
Education reform features prominently in the roadmap. The government aims to reduce out- of-school children by 50% and upgrade the learning outcomes in public schools. Furthermore, 1,500 schools will be outsourced to improve the quality of instruction. Higher education is also being realigned with market needs via launch of industry-relevant degree programs, internships, and entrepreneurship support initiatives.
A strong social protection component addresses the needs of the most vulnerable segments of society. Through the Digital Welfare Registry, the province will identify and support persons with disabilities, widows, orphans, senior citizens, transgender individuals, and persons recovering from substance abuse. Monthly stipends, assistive devices, and institutional care are being prioritized. Shelter homes (Panahgahs), women’s crisis centers (Dar-ul-Amans), and child protection units (ZamungKor) will be expanded across KP, especially in
underserved districts.
The roadmap also gives substantial attention to economic revitalization and infrastructure development. Work on the D.I. Khan – Peshawar Motorway, linking southern districts to the provincial capital, will be expedited. Two major flyovers in southern Khyber Pakhtunkhwa are to be built, benefiting 68,000 daily commuters. Additionally, projects like the New Peshawar Valley, General Bus Stand and the Northern Bypass are slated for completion. Under the New Peshawar Valley housing initiative, 14,000 residential plots will be developed, and 130,000 low-income households will be transitioned to solar energy as part of the clean energy agenda.
To spur industrial growth, four Special Economic Zones (SEZs) in D.I. Khan, Mohmand, Bannu, and Karak are being operationalized. Thirty-two technical training institutes are also being upgraded to improve workforce skills and boost employability.
In the agriculture and livestock sectors, the roadmap includes targets such as vaccinating 90,000 livestock, and developing the 571-acre Hari Chand Dairy Farm under public-private partnership. Moreover, 1,000 acres will be dedicated to new crops and 300,000 wild olive saplings will be grafted to promote sustainable agriculture.
The tourism sector will see the development of 50 new tourist sites, the introduction of a Home Stay Program in seven districts, and investment in basic infrastructure at key tourist destinations.
To bring the governance structure in line with modern best practices, extensive institutional reforms are also planned. All departments will revise their transfer and posting policies, while Performance Dashboards and a merit-based rewards and accountability framework will be introduced to ensure high-impact public service delivery.
The provincial development paradigm will be more focused on smarter development thereby prioritizing high-impact projects, ensuring efficient budget allocation to maximize public benefit. Adequate emphasizes will be on execution and monitoring of mega projects for timely delivery and also attracting investment by showcasing key projects to potential investors, driving economic growth and job creation in Khyber Pakhtunkhwa.
To achieve impenetrable security, roadmap aims to enhance safety through a coordinated approach involving all stakeholders, with a focus on civil leadership and ownership. It highlights strengthening police capacity with proper training and resources and encourages community involvement in counter-terrorism efforts, thus, ensuring a secure and resilient environment for the province.
To ensure timely implementation and accountability, a comprehensive monitoring and evaluation system has been developed. All departments have prepared detailed action plans, which will be reviewed weekly & monthly basis by the Chief Secretary’s office and Chief Minister’s Secretariat. The Chief Secretary’s Office will directly oversee administrative and institutional reform through dashboards, and geo-tagged evidence to track and verify progress.
To foster public engagement and ensure transparency, the government will launch a province- wide communications campaign. Through a mix of traditional and digital media – including television, radio, SMS, WhatsApp, and social platforms – citizens will be kept informed about the roadmap’s progress and new public services. Integration with the CM’s Complaint Cell will ensure swift grievance redressal and stronger citizen feedback mechanisms.
Addressing the event, Chief Minister Khyber Pakhtunkhwa Ali Amin Khan Gandapur, lauded the Chief Secretary, Additional Chief Secretary, and their entire team for the preparation and launch of the province’s Good Governance Roadmap. He stated that the roadmap was formulated after a comprehensive review of governance across various sectors over the past 15 months and outlines the provincial government’s key priorities in governance, development, and security.
The Chief Minister emphasized that the roadmap not only identifies priority areas but also sets clear targets for their achievement. He said it would serve as an effective performance measurement tool for departments, institutions, and government officials alike.
According to CM Gandapur, a performance-based system of rewards and penalties will be introduced under the roadmap, with officials’ promotions and postings tied directly to their performance. He further noted that the roadmap aims to improve service delivery, ensure transparency, and uphold merit in the system.
“Effective implementation of this roadmap will significantly enhance governance in the province,” he asserted. He added that there is always room for improvement and the government is striving to align public service delivery with citizens’ needs and expectations. “The Good Governance Roadmap will play a pivotal role in translating our vision into reality,” he remarked. Clarifying its scope, Gandapur stated that while the roadmap primarily focuses on governance, it also encompasses service delivery, security, and development. He stressed the importance of a robust accountability mechanism, saying, “An effective system of reward and punishment is essential for good governance.”
He also called on stakeholders to contribute their suggestions to further refine the roadmap. Highlighting his government’s efforts over the past 15 months, the CM said they have worked to harness the full potential of key sectors. “To address challenges in governance and security, collective action is crucial,” he concluded.
Chief Secretary Shahab Ali Shah and Additional Chief Secretary Ikramullah Khan highlighted various aspects of the Good Governance Roadmap. Giving a comprehensive presentation on the roadmap, Chief Secretary Khyber Pakhtunkhwa Shahab Ali Shah stated:
“We are committed to delivery. With defined KPIs, continuous oversight, and an inclusive feedback mechanism, we are determined to ensure that every rupee spent translates into meaningful outcomes for the people of Khyber Pakhtunkhwa.”
This comprehensive Good Governance Roadmap marks the beginning of a bold new chapter in provincial governance. By embedding institutional reforms, advancing digital service delivery, and aligning development priorities with the needs of citizens, the Government of Khyber Pakhtunkhwa is establishing itself as a national frontrunner in governance innovation, he said.
