PROVINCE REPORT

ISLAMABAD: The Benazir Income Support Programme (BISP) has strongly refuted misinformation circulating on social media regarding its beneficiary database, clarifying that reports claiming a single CNIC was linked to 5,598 women are completely incorrect and misleading.

According to BISP, an audit observation highlighted 5,598 cases where spouse CNICs were incorrectly or unusually linked with various wives in the raw database. The observation did not state that one CNIC holder had 5,598 wives. Officials explained that these discrepancies were identified before the NADRA profiling process, which is specifically designed to detect and eliminate such data irregularities.

BISP further clarified that there is no financial advantage in registering multiple wives, as a household is eligible for only one benefit under the programme. Therefore, such discrepancies do not result in additional payments or financial gains.

The programme stated that the issue relates solely to data profiling and record correction and has no direct impact on the disbursement of funds. Payments are processed only after thorough verification through NADRA, which serves as an additional layer of scrutiny and authentication.

Officials noted that BISP’s database includes approximately 38.7 million households and nearly 200 million CNIC records. The 5,598 identified cases represent a very small fraction of the overall database and demonstrate the effectiveness of the programme’s internal and external monitoring systems.

BISP also highlighted that its database underwent recertification in June 2025, further strengthening data quality and accuracy. The programme emphasized that the cases under discussion are merely suggested discrepancies flagged for rectification and are neither verified instances nor allegations of fraud.

The organization reaffirmed its commitment to transparency, accountability and continuous improvement of data management systems to ensure that assistance reaches deserving beneficiaries through a robust and verified process.
