Peshawar: Chairman of the Secretariat Employees Rights Protection Committee, Zafar Khan Yousafzai, has said that a clear and effective policy must be immediately included in the provincial government’s good governance agenda for the protection of the seniority and service structure of Khyber Pakhtunkhwa Secretariat employees.

He stated that for the past five years, despite limited resources, financial constraints, and without any funds or donations, he has been pursuing cases in courts for the protection of Secretariat employees’ rights, seniority, and service structure, and has consistently raised his voice for the interests of employees and the dignity of the institution at every forum.

He warned that in recent times, following cabinet decisions regarding the regularization of attached employees and project employees in various departments, efforts are being made to induct a large number of individuals into the Secretariat. This, he said, could severely affect the seniority, promotion prospects, and service structure of the original Secretariat employees.

According to him, attempts to also post regularized project employees on an attached basis in the Secretariat are damaging to the institutional framework, creating unrest among employees and affecting administrative discipline.

Zafar Khan Yousafzai demanded from the provincial government, particularly the Chief Minister of Khyber Pakhtunkhwa, that full legal protection be ensured for the seniority and service structure of Secretariat employees. He further called for the formulation of a clear, transparent, and lawful policy regarding the posting of attached and project employees, and for the inclusion of employees’ rights protection in the good governance agenda.

He added that merit, seniority, and institutional discipline must be strictly ensured, and all relevant litigation sections should be directed to immediately inform concerned representatives and counsel in such cases so that timely legal defense can be ensured.

He made it clear that if the government does not take this matter seriously, a strong protest will be recorded alongside other budget demands, and Secretariat employees will continue to raise their voice for their rights, seniority, and institutional dignity on every constitutional and legal forum.
